NI category compliance checked every process date

When processing a payroll the software doesn't check and warn for any NI category changes that may be necessary without either: physically entering payments for the individual or opening and saving their record. Why is this check, that the software does in certain circumstances, not automatically performed as a step before say update record to assist in ensuring RTI compliance?
